Are you using GIMP?

If so you need to use the scale tool or go to 'Image' then 'Scale Image' & you can make it smaller there!

I've just googled it as I've never used Paint.net but this is what it says to do...

to adjust the image dimensions, go to the Image menu, then click on resize and a new window opens, select the checkbox absolute size and just set the number of pixels in height and width.

The pixels for a siggy should be no more than 420 x 300 :D

No offence but you've only just put the one Naz made you on. I'd wait a few more days before asking for another one as it makes it look like Naz spent a whole load of time making one for nothing IYKWIM! Siggies take time to make and makers appreciate them being worn for more than a few days.
On another site that Naz & I make siggies on there is a rule of having to wait 14 days to request another siggy, but I don't want to introduce that here, maybe a wearing a siggy for a week before asking for another is fair. What do you other makers think?

As for making your own there aren't a lot of templates to use, most siggies are freestyle. You download a scrapkit, resize the papers & elements and let your imagination run wild
